Bio

Shubhra Thakur is the Director- Policy and Markets, Asia- Pacific and Country Director- India at LDES Council, supporting growth initiatives and strengthening partnerships and collaborations in the region. She has championed transformative solutions at the intersection of energy, health and social equity and crafted trailblazing policy frameworks that advance gender-responsive climate action and universal energy access.

In her current role, Shubhra works at the forefront of the energy transition, driving policy development, regulatory advocacy, and market-shaping initiatives across key APAC economies including India, Australia, Southeast Asia, and select emerging markets. She engages closely with senior government stakeholders, regulators, system operators, and industry leaders to co-develop enabling frameworks for storage integration, resource adequacy, and grid reliability. Her work spans designing national and sub-national policy roadmaps, advancing procurement mechanisms, and supporting first-of-a-kind use cases for LDES across power, industry, and emerging sectors such as data centres. Shubhra has been instrumental in positioning LDES within national energy priorities, contributing to policy dialogues with ministries, regulators, and planning bodies, and helping shape discussions on energy security, net-zero pathways, and high renewable penetration.

Previously, Shubhra headed Corporate Affairs at ReNew and led Policy and Government Affairs at various global health sector organizations. She consulted the Election Commission of India, developing strategies for the Voter Education Program (SVEEP) aimed at enhancing voter information, education, and electoral participation across India. During her tenure with the Press Information Bureau of India, she managed Press Operations for the Commonwealth Games 2010 in New Delhi. Additionally, Shubhra has produced and directed numerous TV programs, documentaries, and talk shows focusing on corporate governance, sustainability, and energy sector issues.

An Executive MBA graduate in Strategy and Marketing from Delhi University, Shubhra is also a recipient of the prestigious Goldman Sachs 10,000 Women scholarship. Her thought leadership extends to international publications and forums where she has demonstrated her unwavering commitment to gender empowerment, climate stewardship, and creating a just and sustainable future. She is based out of New Delhi, India.
